SWIFT CURRENT, SK - The City of Swift Current is pleased to announce that it has chosen Mr. David Gillan as its new Chief Administrative Officer (CAO), after a thorough recruitment effort precipitated by current CAO Jim Jones’ announcement of retirement. Mr. Gillan will transition into the role effective April 1, 2025, working alongside Mr. Jones, then assumes the CAO position officially on May 14, 2025.
Mr. Gillan brings decades of senior management experience in both the private and municipal government sector. Mr. Gillan previously had a very successful international career spanning 16 years holding senior executive positions with multinational companies, based in Asia Pacific. For the last 10 years, Mr. Gillan has held senior leadership positions in the municipal government sector where he led transformative initiatives, most recently as Mayor of the City of North Battleford. Prior to becoming Mayor of the City of North Battleford, Mr. Gillan held the positions of Finance Director both for the City of North Battleford and Town of Battleford.
Mr. Gillan holds a Bachelors degree in Business Administration from the University of Prince Edward Island, as well as a Masters degree in Business Administration from the University of Saskatchewan. Mr. Gillan is also a Certified Accountant and Certified Urban Municipal Administrator.
As the administrative head of the City, the CAO oversees and ensures City operations are maintained and handled efficiently and effectively, while providing leadership to its employees. The CAO is accountable to City Council and leads the implementation of Council’s priorities.
City of Swift Current Mayor and Hiring Committee Chair, Al Bridal, is looking forward to what Mr. David Gillan will bring to the table. “We are ecstatic that David is coming on board and believe that his vast leadership experience and incredible work ethic will make a lasting impact on our organizational culture. We also extend our gratitude to Jim, who is delaying his retirement a little, to ensure a smooth transition. Jim has been an outstanding CAO for the City, tirelessly contributing results, and he has more than earned his retirement. We anticipate Jim and David will work very well together in transferring leadership.”
Mr. Gillan states, “I am very excited to begin serving the City of Swift Current and working with residents and businesses to address shared priorities and continue to build on such a great foundation already in place with such an experienced Mayor, Council and City Management Team.”
